Was aghast to find that the fuse protecting
current scales of a Fluke meter cost over$20 !
I suppose that your life is worth more, but these
blow regularly on my bench.
A superlative meter made in Hungary
(GANZ UNIV 3) is protected by a sensitive
breaker, that pops a button up on its front panel.
AVO used to have something similar. Both of
these are top-dog analog meters with 1%
accuracy.
Both seem to be playing hard-to-get nowadays.

Haven't seen digital meters play this game. They
all hide their blown fuses under lids or cases,
or require a screwdriver to reveal their sad fate.

Anyone know of a self-healing quality meter that can
measure both AC/DC volts, as well as AC/DC amps?

If're willing to make it yourself:
Add depletion high-voltage MOSFETs anti-serial. Supertex has a app note
about it.

The more expensive fuse Fluke uses can break a higher voltage, high amperage current than a smaller, cheaper fuse.
